Impact of HHS Proposed Rule on Right of Conscience Debated

The U.S. Department of Health and Human Services (HHS) released a controversial proposed rule on Aug. 26, 2008, to increase compliance with laws that protect health care professionals at federally funded institutions from discrimination when they have religious or moral objections to participating in abortions and other medical procedures.
